I've been trying to build my own darknet forum for the past month or so now. Between me not knowing much about web development and not having that much free time it will take me another 6 months to get something that functions.
So, what are the best forum software for easily creating a darknet forum? I heard that phpbb has issues with spammers and requires you to go and set up a million plugins. Is it true?
The most important thing for me would be to have complete control. The idea for my forum requires me to manually review each post

The question is: What is your intended audience for the forum. Once you figured that out and know all up and downsides of your niche or vertical market, then you can start looking for a web application that offers a forum.
