Probably GitHub if you have some programming experience, this way you can build / edit you own malware or, if you want something more advanced (easy to crypt, etc.), you should check out some hacking forums, a lot of (reputable) vendors offer their malware for a monthly/yearly crypto payment (usually btc and xmr).
To avoid getting scammed you should:
- check their forum reputation / seller reputation / the comments on their selling thread
- check if they have an upgraded account
- check their uptime, response time and if they are old enough on the server (over 4-6 months)
- check the information they post about their malware - for ex: maybe you want a native ransomware and a RVN miner, but in reality you get a managed bs ransomware and some hard to crypt, already runtime detected, miner that doesn't even support RVN from their thread (this depends a lot on what target you have and requires some experience in the malware field)
- check if the malware is easy to make UD or FUD / if they offer a FUD or UD crypting service
- check the payment methods they allow
